Sabine County, Texas
A $20,000 bond was set for a Pineland man arrested by Sabine County Sheriff's Office for failure to register as a sex offender.
According to Sabine County arrest documents Charles Wilmer Neal II, was taken into custody on Sept. 8 and booked into Sabine County Jail. Neal bonded out of jail on Sept. 9, after posting bond.
Neal, 51, is required to register as a sex offender, a second degree felony. The charge states failure to comply with duty to register for life or 90-years.
Affidavits regarding details concerning the circumstances of the arrest has been requested.
The persons named here have been charged, but not proven guilty of the alleged crimes stated. This information is obtained by written request to the Sheriff's Office from Daily News and More, under the Texas Public Information Act Government Code Chapter 551.

According to the Texas Department of Public Safety Sex Offender Registry, the charges stem from 1998 charges of sexual assault of a child, indecent exposure with contact.
Sec. 12.04. CLASSIFICATION OF FELONIES. (a) Felonies are classified according to the relative seriousness of the offense into five categories:
(1) capital felonies;
(2) felonies of the first degree;
(3) felonies of the second degree;
(4) felonies of the third degree; and
(5) state jail felonies.
(b) An offense designated a felony in this code without specification as to category is a state jail felony.
