Hemphill City Council opposed the idea of implementing an ordinance requiring Hemphill residents to remove the cart after pick-up. According to Hemphill City Manager Laure Morgan several citizen had complained about them and put the item on the agenda for council to decide. 

My real question was who was going to serve as trash cart police if such an ordinance was put in place.

Who is the lady with the dark hair who speaks loud and clear there? Sure hope they don't do this. Yeah, those cans are ugly, but how much are they going to keep messing around in our trash? This is silly.
