Hemphill citizen Bill Barcheers told Hemphill City Council that the new service cost more for less. "We are paying more and the service has been cut down to once a week," he said. Barcheers stated he did not believe the contract was negotiated very well.

The way the city manager was looking at that trash guy, I think it was negotiated with her loins instead of her brain.
